2014 Max 28 xl shuttle front axle oil change

I am trying to change the oil in my front axle and I am only getting two quarts out of it. Manual says I should get 4.2 ?? I have removed 5 bolts. #1 the check bolt # 2+3 the drain plug bolts on either hub and # 4+5 both ventilator bolts on top of each wheel. After I drained it the first time I did not check the amount drained. It seemed like the right amount. When I added new oil it only took two quarts. I had missed the vent bolts the first time and figured that was why but I have just done it again and same thing. Only two quarts are coming out ?? What am I missing ?
